The Unreliable Entity List Provisions articulates two sides of the same coin – with investigations on one side, and sanctions on the other. The recent designation of these companies as unreliable entities serves as an example of direct sanctions. Nevertheless, in our opinion, the UEL Provisions is fundamentally concerned with
investigations.
